Submission:
DOC 8168 vol II page I-2-2-6 item 2.7.4 .. that are within the fix tolerance and no more than 5 NM past the earliest point of the fix tolerance.... However, on page II-I-I-24 (ILS) Figure II-1-1-2 it shows obstacles excluded after the fix tolerance and also in RNAV chapters they only speak about 5 NM as limit. Is it always only allowed to use the 15% rule within the fix tolerances ?Not very useful when having DME fixes.Ingar Lie – AVINOR – Norway

I.W.As far as I understand it the 15% is only used within the fix tolerance. That is why most step-down fixes are directly over the controlling obstacle.
