5m over the DER, why? + answer

Submission:

Does anyone know the reason for the start of the Obstacle Identification Surface (OIS) on the runway at the Departure End of the Runway (DER) 5 m or 16 feet above the DER for departure procedures?

Why 5 m (16 feet)?

Why was that height chosen?

 

It's just that TERPS has gone from 35 feet to zero, for safety, and I was wondering what the background / reason / research said for PANS OPS considering 16 feet safe.

Answer or Commentary:

5 meters comes for the wet runway. All new aircraft have to be certified for "balanced runway" as far as I heard for 10.7 meters (dry runway) and for 5m as well.
